What is the Engagement Gateway Scheme?

It is a new scheme under the European Union's Convergence programme which took over from the objective 1 programme

The Engagement Gateway scheme is aimed at:

  • reducing economic inactivity in Wales
  • improving the employability of disadvantaged people furthest from the labour market


How will the Engagement Gateway scheme work in practice?

The Gateway will invest in organisations that target:

  • People who may be out of touch with mainstream services
  • People at high risk of long term benefit dependency

The organisations will provide activities to build the skills, confidence and knowledge of target groups. The organisations will then link an individual's progress to a next step such as:

  • Referral to other projects
  • Volunteering
  • Training
  • Supported employment
  • Full employment


Which groups are classed as target groups?

The groups will include people facing specific disadvantage such as:

  • Women who want to return to work
  • Black, Asian and minority ethnic people
  • People with a work limiting condition or disability
  • Mental Health service users
  • People over 50 years of age


Is it a grant fund?

Yes. The Engagement Gateway scheme changed to a competitive grant scheme in April 2011 – invitations to apply for a grant will only be sent to organisations currently on the Approved Suppliers List.

 

How much money can the Engagement Gateway invest in organisations?

Level 1 will offer grants up to £25 000. Match funding, while not discouraged, is not a requirement at this level.

Level 2 will offer grants of £25 00-£75 000. An element of match funding is required at this level. (Approximately30-40%)

Level 3 will offer grants of £75 000-£150 000. An element of match funding is required at this level. (Approximately 50%)

To receive information about competitive grant opportunities an organisation needs to be on the 'Approved Supplier List.' To do this need to complete a pre-qualification questionnaire (PQQ) – please note there are no new PQQ rounds published for the immediate future.

Organisations on the WCVA's approved supplier list will be directly invited to tender for appropriate contracts. Invitations to tender will also appear on www.sell2wales.co.uk and www.wefo.wales.gov.uk
